The national language is English so I feel it is a reasonable request that people who wish to live there have reasonable ability to communicate in that language. Being able to communicate effects employment and other issues related to living and surviving in day to day life so if the PM wants to improve the quality of life in the country then yes asking immigrants to improve their English is reasonable.
